This flyer was distributed to refugee camps after the Great Earthquake by the short-lived Tammany Civic Federation, which charged that the Red Cross had "looted and stolen from the relief funds" sent to San Francisco to help earthquake and fire victims.

A copy of this leaflet hung in Mayor Art Agnos' office following the 1989 earthquake. The mayor charged that the Red Cross looted relief funds destined for San Francisco victims of the 1989 earthquake and fire.
