MEMORANDUM FOR THE MILITARY SECRETARY:

Please telegraph General Funston confidentially that “the Secretary of War is concerned lest the great amount of army supplies already on the way may create confusion unless there is a properly organized force to receive, house and distribute them. The Secretary suggests in your discretion that Major [Carroll] Devol would be a suitable officer to be placed in general charge of the stores and their distribution. This by reason of his previous experience and qualifications. Mayor Schmitz has telegraphed the President that he thinks Congress intended that he should have something to do with the distribution of supplies. The resolution of Congress merely provides that the War Department shall cooperate with the Mayor in the relief of sufferers. This provision is entirely satisfied by your asking the Mayor for his advice and accepting such of it as you deem wise and asking such assistance from him as you may think best. Of course you will do everything to cooperate with the Mayor but the army administration alone is responsible for the custody and proper distribution of the stores and if question arises, you should advise the Mayor accordingly. Do you need any additional officers to aid you?”
