Am stripping commands of every possible officer to supervise relief operations pending arrival of detailed officers of whom three only are here. Expect thus to tide over the present precarious and difficult situation. Wastefulness repeating and diversion of supplies continues. The military officers being insufficient to guard public buildings money vaults and at the time time supervise relief operations over such extended area and enormous crowds. Believe however that everything will be peacefully adjusted though dissatisfaction must eventually arise from necessary contraction of relief measures owing to diminishing supplies and continued demands. Devine and I are working in perfect harmony.
